SUBMISSIONS


Submissions are accepted for consideration. Our inaugural year (2010) is exhibition only – not a competition. At least one filmmaker representing the production is highly recommended to attend. Filmmakers are encouraged to contact international governmental and arts organizations for assistance to attend.


Productions should have some measure of success either through festival recognition or distribution, so that the visiting filmmaker is able to be a role model for local Cambodians. It is our intention to include a variety of productions from many different countries around the world.


CIFF RULES & REGULATIONS
MISSION & OBJECTIVES
The non-competitive Cambodia International Film Festival (CIFF) objective is to inspire, exchange and educate, bringing international filmmakers to screen their latest movies and share their skills with Khmer filmmakers. All events of the Festival are designed to boost the local film/TV sector, inspiring good citizenship and developing the understanding of the art of cinema for all types of audiences.


Films are selected on the basis of quality and originality. Preference is given to premieres. The Festival also promotes contacts between film professionals to enhance the development of the Cambodia film industry.


ABOUT THE FESTIVAL
The Cambodia International Film Festival is the largest cinema event in Cambodia. For 4 days, film lovers, filmmakers, industry professionals and media watch the best in new cinema from established masters and new talent. Up-and-coming Khmer filmmakers gain unparalleled insight into the workings of the international market. The Festival also provides excellent resources and networking opportunities for film-industry professionals and buyers.


The 2010 Cambodia International Film Festival will include, but will not be limited to, the following programmes: Galas, special exhibitions, feature films, short films , documentaries, youth program.


Selected films will be placed in the appropriate programme by the Festival Organizing Committee in consultation with the filmmaker.


In addition to the Festival , the CIS (Cambodia Industry Showcase) will offer the opportunity for all professionals to expose their know-how and services and to exchange about the latest technologies.


The Cambodia International Film Festival is hosted by the Ministry of Culture and Fine Arts and organized by FX Entertainment in association with the Cambodia Film Commission, Kmy Films and the Association of Filmmakers of Cambodia.


GENERAL RULES
• GENERAL INFORMATION
The Festival reserves the right to rule on cases not foreseen by these regulations.


Participation in the 2010 Cambodia International Film Festival implies acceptance of the rules and regulations by the producers or their agents. Should the meaning of these regulations be contested, the English version will be considered the authentic one.


• ELIGIBILITY REQUIREMENTS
To be eligible for consideration, all films must meet the following requirements:
i. Be in their original language with English subtitles, if the original language is other than English. Films can be submitted in Khmer without subtitles, but subtitling must be achieved for the festival screening.
ii. Have been completed after January 1st, 2008.
N.B. Programmers will view only one version of a submitted film.


• FILM DURATION RULES
Short Films (under 30 minutes)
Feature Films (60 minutes and over)


• SUBMISSION FORMATS
For programming consideration, the Festival accepts DVD or DV tapes of the complete film. The Festival will not consider trailers for selection purposes. Prints and DVDs must be labeled with title, production company address and telephone number, director's name and length in minutes. Please indicate if the submission is a rough cut or work-in-progress. Please refer to the section below regarding shipping details.


DVDs must be formatted in MPEG video. Please test computer-burned DVDs on several makes and models of players before sending. The Festival does not accept submissions on Blue-ray.


• RETURN OF MATERIALS
Preview DVDs and DV tapes will not be returned. CIFF will lock the submitted material from any other person than the selection committee.


SELECTED FILMS
• DEADLINES
All invited films must arrive at the Festival by September 30th, 2010. No film, once programmed, can be withdrawn. Should you be informed that your film has been selected, you will be required to submit extensive publicity materials. All publicity materials should be sent at the sender's expense by the deadlines given at the time of selection.


• SCHEDULING
The scheduling of films is determined by the Festival. The Festival assumes your consent for up to five screenings unless we receive a written petition otherwise. The date(s), time(s) and location(s) of exhibitions of the films shall be at the discretion of the Festival.


• PRINT LIABILITY
The Festival will insure the integrity of the prints from the time of delivery to the Festival to the time the print is delivered to a shipping agent for return. In case of loss or damage to a print, the Festival must receive notification and independent verification of such loss or damage 30 days after the shipping from CIFF office. The Festival's obligation is limited to compensating the producer only for the cost of replacing the damaged reel(s) thereof.


• ANTI-PIRACY PRECAUTIONS AND RELEASE
The Cambodia International Film Festival endeavors to take all reasonable anti-piracy precautions. While on Festival premises, copyrighted materials are securely stored and vigilantly inventoried. Access is limited to our submissions, programming, print traffic and projection staff. No duplication or loaning is permitted. By submitting your material to the Festival, you hereby release the Festival from any and all risk and liability in the event of theft or breach of copyright of your materials while on Festival premises. If you wish to discuss any security measures for Festival screenings, please advise us separately by email at programming@cambodia-iff.com


• EXCERPTS
Permission for film clips not exceeding three minutes in length to be used for promotional purposes on television, radio programs and the Internet is granted upon entry unless otherwise stated.


• SHIPPING OF PREVIEW SUBMISSIONS AND INVITED FILMS
i. All shipments to the Festival must be prepaid. The Festival cannot accept any collect shipments of preview or publicity materials.
ii. Packages must be clearly marked with:
a. Festival address and Sender's return address
b. film title, format, running time
iii. The recommended courier is DHL, where available.
iv. Please do not consign shipment to a freight forwarder.
v. You can obtain confirmation of delivery through the courier tracking service.
